The purpose of this research was to examine the influence of the quality of board of the council knowledge about budget and the control board of the council on local finance (APBD) with leadership style, accountability, participation and public policy transparency as the moderating variables that will strengthen or weaken the relationship. Independent variable of this research is quality of board of the council knowledge about budget and the control board of the council on local finance (APBD) as dependent variable.
The unit analysis of this research was a member of the board council at Regional Representative Council (DPRD) of Papua Province, Regional Repre-sentative Council (DPRD) of Jayapura District and Regional Representative Council (DPRD) of Jayapura City for the 2009-2014 period. The number of respondent of this research was 111 respondents. The data was obtained by direct survey and the hypothesis was tested with multiple regressions analysis.
The result show that board of the council knowledge about budget variable influence on the control board on local finance (APBD). Besides that, this research also proved that interaction between leadership style with knowledge about budget and interaction between public participation with knowledge about budget were influence on the control board on local finance (APBD) was made by the council. Otherwise, both interaction between accountability nor public policy transparency did not influence on the control board of the council on local finance (APBD).
